How can I make the cpu utilisation to 50%

I want to have the usage at 50-60%

I used this command, the cpu utilisation was close to 100%, but I want to have the usage at 50-60%. Can someone suggest how can I achieve this,openssl speed -multi $(grep -ci processor /proc/cpuinfo)
