Why is the dropdown not showing all content when window is smaller?

I am new to html and css.

I have been building a mock site using CodePen to build up experience using them, but I've hit a snag, a few snags. Most annoyingly at the moment is when the window is resized the dropdown only shows 1 of the links. Modifying the attribute tag to incorporate an additional number or letter, or opting for a different tag altogether, appears to result in inactive links or the display of a text cursor upon hovering over them.
